There is some inconsistency between the instructions contained in the despatches which have at different times been addressed from this office to yourself.
I am directed by the Governor in Council to inform you that it is necessary that I should relieve you from any further doubts on this subject and I have to inform you that although Circular No. 524 of the 19th April 1847 was intended to meet the case of Colonies in which the Salaries of the Law Officers are small, and are not paid out of the Colonial Fund, it appears on consideration not to be applicable to Colonies like Hong Kong, in which the Salary of the Attorney General is high and is derived from the British Treasury, and in which it ought not to be excepted from it on its issue.
